Here is a
COPY
of a mail order 1930's dress. It is from Anne Adams, a popular designer in the 1930's. The dress is marked
as size 4. I have hand copied all of the original old tissue pieces onto new tissue paper. I will also include  a new copy of the instructions
as they were written.
I suggest you measure your child and make a mock dress out of cheap muslin before cutting into more expensive fabric. You may need to modify the pieces to fit your little girl.
