The U-haul Tow Dolly had 1 bad hub, but because both hubs are about the same age
I replaced both hubs
Recommend replace both hubs about the same age
for both wheels to spin evenly equally smooth for safe operating (so it don't sway back and forth)

Installation Guide:
****  Please wear groves and safety glasses.
Removal:
You may want to put on some protective grove, when handling rusty parts to prevent getting metal sprinter or cuts.
Place a block on both wheels to prevent it from rolling.
Loosen the lug nuts only
do not remove
(turn the Lugnuts counter clockwise).
Jack the Tow Dolly axel until the tire off the ground, place a jack stand under the Axel for safety.
Remove the lug nuts turn counter clockwise and remove the wheel.
Take a picture of the hub and the axel mounting bolt and nut.
Spray some WD40 or Bolt loosing spray on the 4 nuts that screw to the hub mounting bolts,
And the between the hub and axel, and the back of the hub where nuts are.
Let it sit for 10 minutes.
Reminder wear protective gear grove and safety glasses, to prevent getting metal sprinter.
Remove the top 2 bolts than remove the bottom 2 bolts.
Remove the Hub it might be stuck.
Just tap it out with hammer and a screwdriver.
Clean the Hub mounting hole and area with WD40.
Spray WD40 on the mounting bolts and nuts.
Install:
Consult the picture you took of the mount the hub with bolt insert the same way as in the picture
Insert the new Hub and mount the 2 bottom bolts and hand tighten it.
Once both bolts and nuts are hand tighten, now tighten it tight with the tools
Mount top bolts and nuts the same way.
Mount the wheel and hand tighten the lug nuts.  (Turn clockwise)
Remove the jack stand and lower the axel until the wheel touch the ground.
Remove the jack and Re-tighten the lug nuts.
